Blackey bans ATVs from using city park

The City of Blackey has submitted documentation to finalize the agreement for the Letcher County Water and Sewer District to take over operation of the Blackey Water Plant.

The city has had no role in operating the plant since the Letcher Fiscal Court voted to take over the financially troubled operation in November 2005.

The council also voted at its June meeting last week to hire CPA Paul Harris to conduct city audits and voted to pay city insurance on a monthly rather than an annual basis.

The council voted to have signs made and installed forbidding the use of four-wheelers in the Blackey City Park and to allow the city’s stage in front of the Blackey Branch of the Letcher County Public Library to be used for wedding receptions and other council-sanctioned events. The council also voted to sell the remains of the city’s lawn mower after the engine was stolen.

City Clerk Pauline Collins reported that she is working on the Uniform Financial Report for the city and that once it is turned in, $13,000 in state road funds will be released. The funds can only be used to pave city streets.

District Four Magistrate Keith Adams, who represents Blackey on the Letcher Fiscal Court, attended the meeting and offered to clean out city gutters and drains.
