‘Horse playing’ in truck brings grand jury action




“Horse playing” with his pickup truck has resulted in a 45-year-old Neon man being indicted on one count of assault and five counts of wanton endangerment.

William Andrew Webb, of 149 Highland Branch, Neon, is charged by the Letcher County Grand Jury with causing serious injury to a minor girl on April 27.

The grand jury says Webb was speeding in a pickup truck on Highway 805 and “horse playing” with an oncoming motorcycle when he swerved into the lane in which the motorcycle was traveling and then swerved back into the proper lane.

This caused a 15-year-old girl to be thrown out of the back of Webb’s pickup truck bed, after which she struck her head on the pavement.

Sources familiar with the case say that at the time the accident occurred, Webb had three minors riding in the cab of his pickup, while two others were in the bed of the truck. The four-yearold, seven-year-old and eight-year-old children who were sitting in the front of the truck were not wearing seat belts.

While driving along KY 805, Webb apparently saw Harlan Smith on a motorcycle and swerved over into Smith’s lane pretending like he was going to hit the bike. When Webb swerved back into the proper lane the 15-yearold fell out of the back of the truck. She was treated for road rash in the emergency room of the Whitesburg hospital.

Webb is accused of assaulting the girl and with endangering Smith, the motorcycle rider, and the four other minors who were traveling with Webb.

Whitesburg Police Offi- cer Alice Congleton testified before the indictment was returned.

Six other persons were also indicted by the grand jury. They are:

• Michael Anderson — theft, possession of a controlled substance (first degree), possession of drug paraphernalia and resisting arrest.

Anderson, 55, 36 Mallard Drive, Millstone, is accused of the theft of car batteries and other automotive items valued at $500 or more from the Whitesburg Walmart on May 6. He is also charged with having methamphetamine and drug paraphernalia, and with threatening Kentucky State Trooper J. Perkins while being arrested.

Whitesburg Police Officer Josh Richardson testified in the case.

• Terry Glen Back Jr. — convicted felon in possession of a firearm.

The grand jury says Back, 31, of 3095 Hwy. 343, McRoberts, is a convicted felon who had possession of a handgun on February 1.

Terry Back Sr., who purchased a gun from his son, testified in the case.

• Angela “Angie” Rene Osborne — promoting contraband, tampering with evidence and being a persistent felony offender.

Osborne, 25, also known as Angela “Angie” Renee Greene, of 2237 KY Hwy. 931 North, Whitesburg, is charged with introducing contraband into the Letcher County Jail on May 3. She is also accused of concealing evidence.

Letcher County Deputy Jailer Ben Fields testified in the case.

• Rodney L. Sexton — promoting contraband, possession of drug paraphernalia and being a persistent felony offender.

Sexton, 28, of 93 Kona Drive, Kona, is charged with introducing contraband into the Letcher County Jail on March 2. He is also accused of having drug paraphernalia.

Letcher County Deputy Jailer Ben Fields testified in the case.

• Misty Donella Fields — bail jumping.

Fields, 33, of P.O. Box 691, Jenkins, and 238-A Improvement Branch, Jenkins, is charged with failing to appear in Letcher District Court on January 17 for a preliminary hearing on a felony charge.

In a separate indictment, she is charged with bail jumping for failing to appear in Letcher Circuit Court on May 5 for an arraignment on a felony charge.

Deputy Letcher Circuit Court Clerk Sandra Wright testified in the cases.

The grand jury also indicted a Letcher County resident on charges of using a Fleet One credit card belonging to the Fleming- Neon Volunteer Fire Department, charging more than $500 in a six-month period from December 26 through March 31.

Justin Bates, 21, of 403 Hwy. 1862, Mayking, is charged with theft or receipt of a stolen credit card, criminal complicity with Lindsey Whitt and Joshua W. Bentley to the receipt of a stolen credit card, criminal complicity with Whitt and Bentley to fraudulent use of a credit card, and criminal complicity with Whitt and Bentley to receiving goods obtained by fraud.

In a case of mistaken identity, Justin Juan Bates of Box 3265, Hwy. 15, Whitesburg, had been indicted in the case, but when the error was found a motion was filed seeking the dismissal of that indictment.
