Indictments name 6




Six people are named in indictments returned last week by the Letcher Grand Jury. Those named in the indictments handed up August 29 to Letcher Circuit Judge Sam Wright and the charges against them are:

• William Ray Mullins, one count of rape, one count of unlawful transaction with a minor (first degree), one count of unlawful transaction with a minor (second degree), and one count of being a persistent felony offender.

Mullins, 44, of 69 Main Street Loop, Blackey, is charged with having sexual intercourse with a female juvenile by forcible compulsion on June 8, 2007. He is also charged with inducing, assisting or causing the female juvenile to use cocaine and marijuana.

Kentucky State Police Detective Chris Collins testified in the case.

• Vernon Mullins, 72, of 102 Wintergreen Dr., McRoberts, is charged with one count of trafficking in a controlled substance (cocaine) and one count of use or possession of drug paraphernalia on June 18, 2007.

Detective Crandle Hurt of the Special Investigations Unit of the Kentucky State Police testified in the case.

• Albert Ray Wilder, 43, of 399 Wilder Dr., Blackey, is charged with one count of arson.

The grand jury says Wilder intentionally started a fire to damage or destroy the residence of Lorene Halcomb at Blackey on August 23, 2005.

Letcher County Sheriff ‘s Deputy Mike Rose testified before the grand jury.

• Jacob S. Mullins is charged with one count of fleeing or evading police, one count of operating a motor vehicle while under the influence of alcohol and/or drugs, one count of operating a vehicle without a driver’s license, and one count of wanton endangerment.

Mullins, 19 of 37 Connie Lane, Cromona, was charged with disobeying a direction from Jenkins Police Officer Adam Swindell to stop his vehicle on June 30, 2007. He is also charged with operating the vehicle while under the influence of alcohol and without a driver’s license. The grand jury says Mullins was speeding and turned off the headlights of the vehicle as he attempted to flee the police while he had a passenger in the car.

• Wendell R. McClain is charged with one count of flagrant non-support.

McClain, 39, of Box 74, Redfox, is charged with failing to provide support for his minor child with an arrearage of $5,804 from May 1, 2001 through August 22, 2007.

Amy Goshen of the Letcher County Division of Child Support testified in the case.

• Jeremy Douglas Franks is charged with one count of escape, one count of robbery, and one count of assault.

The grand jury charges that on July 25, 2007, Franks, 27, of 67 Sandhill, P.O. Box 131, Cumberland, escaped from the custody of the Letcher County Jail by the use or threatened use of force against Deputy Jailer Mark Napier while being transported from a medical exam back to the jail. He is also charged with committing theft of the Letcher County Jail vehicle from Napier, using a threatened to use physical force by using a knife or similar object. The grand jury says he caused injury to Napier by pushing him out of the vehicle.
