NOTICE OF INTENTION
TO MINE
Pursuant to Application Number 867-0530,
Renewal
In accordance with KRS 350.055, notice is hereby
given that Premier Elkhorn Coal LLC, 6920 Highway 610, Jenkins, Kentucky 41537, has applied
for renewal of an existing surface, auger and
underground coal mining and reclamation located
1.2 miles north of Jenkins in Letcher County. The
proposed operation will disturb 590.21 surface
acres and 236.25 acres of auger of which 178.70
acres overlie auger mining in a lower seam making the total area within the permit boundary
647.76 acres.
The permitted operation is approximately 1.6
miles northwest from New US 23’s junction with
Joe Branch County Road and located 0.20 miles
west of Joes Branch.
The proposed operation is located on the Jenkins
East and Jenkins West U.S.G.S 7 1/2 minute
quadrangle map. The operation will use the area,
contour, mountaintop removal and auger methods
of surface mining and the underground method of
mining. The surface area to be disturbed is owned
by Pike-Letcher Land Company, Swan Fork Coal
Company, Inc., Kinship Resources, Inc., and
Oscar Fleming Heirs. The operation will underlie
land owned by Pike-Letcher Land Company and
Swan Fork Coal Company, Inc.
The application has been filed for public inspection
at the Department for Surface Mining Reclamation
and Enforcement’s Pikeville Regional Office, 121
Mays Branch Road, Pikeville, Kentucky 41501.
Written comments, objections, or requests for a
permit conference must be filed with the Director, Division of Permits, 300 Sower Boulevard,
Frankfort, Kentucky 40601.

BLASTING SCHEDULE
This is notice that Sapphire Coal Company,
1073 Riverview Street, Grundy, VA 24614, (276)
244-1351, Permit #867-5315 will be blasting
approximately 1.0 mile east of the junction of
KY 931’s junction with KY 1862 and located 0.1
mile east of Camp Branch 0.2 mile west of Polly
in Letcher County, Kentucky. The Latitude is 37°
11’ 14”. The Longitude is 82o 49” 09” Blasting
will be done daily. Blasting will be done Monday
through Saturday and sometimes on Sunday.
No blasting will be conducted before sunrise
or after sunset. At least 10 minutes before the
detonation, company personnel will control access to the area. Five (5) minutes before a blast
signal, a signal will be given which will consist
of a one (1) minute series of long blasts of a
siren. One (1) minute prior to the detonation, the
signal will be given which will consist of a series
of short blasts of a siren. The all clear signal will
be given after the detonation, which will consist
of a prolonged blast of a siren following the
inspection of the blasted area to ensure that all
explosives safely detonated. Blasting will not be
conducted at times different from those given
above except in emergency situations where
rain, lightning, other atmospheric conditions, or
operator or public safety requires unscheduled
detonation. Prior to these detonations, the
same audible warnings as above will be given
to notify all persons within one-half (1/2) mile
of the blasting site.
