Meth charges are dominating work by grand jury here

10 of 17 new indictments returned here include crimes related to drug

The Letcher County Grand Jury has named 17 people in indictments including a man and woman charged in connection with the sexual abuse of a victim under 12 years old.

Robert D. Hall, 28, of 11500 Regina Belcher Highway, Elkhorn City, is charged with first-degree sexual abuse of a girl less than 12 years old.

Ashley Church Hall, 30, of 182 High Knob Drive, Millstone, is accused of failure to report child abuse and tampering with a witness. The grand jury says Ashley Hall induced or attempted to induct the child to avoid testifying against Robert Hall.

Jenkins Patrolman James Stephens testified in the cases.

Also indicted are:

• Randall J. Donnelly, 43, of 970 Webb Branch, Whitesburg, who is charged with second-degree assault and third-degree terroristic threatening. Donnelly is accused of injuring Sharon Bailey with a knife, and threatening to kill her.

Kentucky State Trooper Tyler Smith testified in the case.

• James R. Collett, 50, of 410 New York Road, Cumberland, who is accused of first-degree possession of a controlled substance (first offense, methamphetamine), use/possession of drug paraphernalia, carrying a concealed deadly weapon, four counts of being a convicted felon in possession of a firearm, four counts of receiving stolen property (firearm), and receiving stolen property valued at $500 or more.

Collett is accused of having a knife in a sheath. He is charged with possessing a Traditions 50 caliber rifle, a Stevens 20 gauge shotgun, a HLR .410 gauge shotgun and a Savage Model 10 .243 rifle, all of which had been stolen. The grand jury says he was also in possession of stolen coins, antique watches, power tools and accessories.

• William Mitchell Back, 41, of 200 Straight Row, Jenkins, who is charged with first-degree possession of a controlled substance (first offense, methamphetamine), possession of marijuana, use/possession of drug paraphernalia, operating a motor vehicle on suspended/revoked operator’s license, failure of nonowner operator to maintain required insurance (second or greater offense), failure to produce insurance card, no/expired registration receipt, and no/expired registration plates.

Jenkins Patrolman Michael Garner III testified in the case.

• Rocky Niece, 48, of 15 Hwy 15, Whitesburg, who is charged with theft by unlawful taking over $500 but less than $10,000, first degree criminal mischief, and third-degree burglary.

The grand jury says Niece took items including a 24- volt battery charger, a welder, copper wire and other property belonging to Bryan Wagner, and damaged outbuildings or storage sheds belonging to Bryan Wagner.

• Elizabeth Brett, 20, of 1100 Doty Creek, Jeremiah, who is accused of first- degree possession of controlled substance (methamphetamine), use/ possession of drug paraphernalia, and possession of marijuana.

• Jonathan C. Ramey, 34, of 30 Easy Street, Whitesburg, who is charged with first-degree possession of controlled substance (methamphetamine), use/possession of drug paraphernalia, and being a second-degree persistent felony offender.

• Faron C. Banks, 29, of 243 Tickle Road, Isom, who is charged with first-degree possession of controlled substance (methamphetamine), and use/possession of drug paraphernalia.

• Justin Adams, 33, of 309 Arthur Loop, Jeremiah, who is charged with first-degree possession of controlled substance (methamphetamine), and use/possession of drug paraphernalia.

• Brittany L. Looney, 30, of 309 Arthur Loop, Jeremiah, who is charged with first- degree possession of controlled substance (methamphetamine), and use/possession of drug paraphernalia.

• Mary Roberts, 34, of 220 Smith Creek, Eolia, who is charged with first-degree possession of controlled substance (methamphetamine), and use/possession of drug paraphernalia.

• Donald R. Shepherd, 23, of 6813 Hwy. 15 North, Whitesburg, who is charged with first-degree possession of controlled substance (methamphetamine), and use/possession of drug paraphernalia.

• Marshall Smith, 39, of 128 Moonshine Dr. Whitesburg, who is charged with first- degree possession of controlled substance (methamphetamine), and use/possession of drug paraphernalia.

Letcher County Sheriff ’s Department Chief Deputy Joshua Pease testified in the cases of Brett, Ramey, Banks, Adams, Looney, Roberts, Shepherd, and Smith.

• Crystal Maggard, 41, of 1017 Loves Branch, Whitesburg, who is charged with flagrant nonsupport of her minor child(ren).

• Alvin Johnson, 28, of 707 School Road, Cumberland, who is charged with flagrant nonsupport of his minor child(ren).

• Sabrina Hatton, 27, of 83 Whitco Loop, Whitesburg, who is charged with flagrant nonsupport of her minor child(ren).
