HELPING IN FRANKFORT — Noah Blair, a seventh-grade student at Cowan Elementary School, got a close-up view of democracy in action recently while serving as a legislative page at the State Capitol for Rep. Leslie Combs, D-Pikeville. As a page, Noah had the opportunity to accompany Rep. Combs to the House of Representatives chamber, meet state lawmakers and watch them vote on bills under consideration.
