Floodplain and Wetland Notice of Explanation Activity in a 100-Year Floodplain

To: All interested Agencies all Federal, State,
and Local Groups and Individuals

This is to give notice that the City of Whitesburg under 24 CFR Part 58 has conducted
an evaluation as required by Executive Order
11988 and/or 11990, in accordance with HUD
regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain
Management, to determine the potential affect
that its project in the oodplain and wetland
will have on the human environment for Sewer
Lift Station Rehab Project under SX21133021.
The proposed project is located at multiple
locations in the City of Whitesburg, Letcher
County, Kentucky. The purpose of this project
is to rehabilitate the systems 18 lift stations. In
doing so, this will increase the ow throughout
the sewer systems and reduce operating cost
to better serve customers.

The City of Whitesburg has considered the
following alternatives and mitigation measures
to be taken to minimize adverse impacts and
to restore and preserve natural and benecial
values: The City of Whitesburg has evaluated
alternatives. The rst option is to continue
making repairs to the lift stations, but that
would not cost efcient. The second option
is to do nothing and continue operations,
but that is not feasible. The third option is to
construct the project as designed. Part of the
project may be in the 100-year oodplain as
designated by the September 16, 2015 FEMA
Floodplain Maps; with very minimal impacts to
the oodplain areas.

The City of Whitesburg has re-evaluated the
alternatives to building in the oodplain and
has determined that it has no practicable alternative. Environmental les that document
compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available
for public inspection, review and copying upon
request at the times and location delineated in
the last paragraph of this notice for receipt of
comments. This activity will have no signicant
impact on the environment for the following
reasons:

This project is a rehabilitation project and will
have no signicant impact on the environment.
After rehabilitation of the lift stations each
station will have energy efcient pumps and
control panels allowing the system to reduce
operating cost to better serve customers.
