Floodplain and Wetland Notice of Explanation Activity in a 100-Year Floodplain

To: All interested Agencies all Federal, State,
and Local Groups and Individuals

This is to give notice that the City of Whitesburg under 24 CFR Part 58 has conducted
an evaluation as required by Executive Order
11988 and/or 11990, in accordance with HUD
regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain
Management, to determine the potential affect
that its project in the oodplain and wetland will
have on the human environment for the KY
Hwy 931 Waterline Extension Project. The proposed project is located on KY Hwy 931 in the
City of Whitesburg, Letcher County, Kentucky.
The purpose of this project is to install 60,966
LF of waterline, service lines and meters, ushing hydrants, 100,000-gallon water storage
tank and a duplex pump station. The project
will service approximately 160 households who
currently rely on wells or hauled water.

The City of Whitesburg has considered the
following alternatives and mitigation measures
to be taken to minimize adverse impacts and
to restore and preserve natural and benecial
values: The City of Whitesburg evaluated alternatives. The rst option was to phase the
project. This option was not feasible due to
budget limits. The second option was to do
nothing. This option was not feasible due to
residents not having access to reliable potable
water. The third option was to construct project
as designed. Part of the project may be in
the 100-year oodplain as designated by the
March 15, 2015 FEMA Floodplain Maps; with
very minimal impacts to the oodplain areas.

The City of Whitesburg has re-evaluated the
alternatives to building in the oodplain and
has determined that it has no practicable alternative. Environmental les that document
compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available
for public inspection, review and copying upon
request at the times and location delineated in
the last paragraph of this notice for receipt of
comments. This activity will have no signicant
impact on the environment for the following

The installation of the KY Hwy 931 Waterline
Extension Project in the oodplain areas will
disturb very minimal surface area during construction. The extension of the waterlines, the
water storage tank and a duplex pump station
will benet the residents in the area and allow
them to have access to clean potable water.
Once completed the project will not impede
the oodplain. This is the most economical
and least environmentally impacting alternative considered.
