NOTICE OF BOND RELEASE

In accordance with KRS 350.093, notice is hereby
given that Nally & Hamilton Enterprises, Inc.,
P.O. Box 157, Bardstown, Kentucky 40004 has
applied for a Phase III Bond Release on Increment No.’s 1, 2 and 5 of permit no. 867-0399
which was last issued June 05, 2014. Increment
1 covers an area of approximately 58.36 acres
of surface area. Increment no. 2 covers an area
of approximately 205.09 acres of surface area
and underlies an additional 26.94 acres of auger
area. Increment 5 covers an area of approximately
19.30 acres of surface area. The permit area is
located approximately 0.75 miles north of Hot Spot
in Letcher County.

The permit area is approximately 0.75 miles north
from KY 160’s junction with KY 588, and located
0.20 mile southwest of Johnson Branch.

The bond now in effect for Increment No. 1 is a
surety bond in the amount of $12,800.00 of which
100% of the original amount of $145,900.00 is to
be included in this application for release. The
bond now in effect for Increment No. 2 is a surety
bond in the amount of $95,500.00 of which 100%
of the original amount of $616,400.00 is to be
included in this application for release. The bond
now in effect for Increment No. 5 is a surety bond
in the amount of $10,200.00 of which 100% of the
original amount of $68,800.00 is to be included in
this application for release. All mining area was
backfilled and graded with all highwalls eliminated
and the area was seeded, this work was completed in Fall of 2011.

Written comments, objection and request for a
public hearing or informal conference must be
filed with the Director, Division of Field Services,
300 Sower Blvd., Frankfort, Kentucky 40601 by
Friday November 23, 2018.

A public hearing on the application has been
scheduled for Monday November 26, 2018 at
10:00, at the Department for Natural Resources,
Pikeville Regional Office, 121 Mays Branch Road,
Pikeville , Kentucky 40501. This hearing will be
canceled if no request for a hearing or informal
conference is received by Friday November 23,
2018.

In accordance with the provisions of 405 KAR
16:120 Section 3, Revelation Energy, LLC, P.O.
Box 189, Lackey, Ky. 41643 phone 606-946-
2300 proposes the following blasting schedule:

The proposed operation is approximately 1.0
miles south of the intersection of KY 806 and
US 119 and located from Brown Branch to Joe
Day Branch. The proposed operation is located
on the Whitesburg U.S.G.S. 7.5 minute quadrangle map at latitude 37-02-54N and longitude
82-47-39W. These blasting operations will be
conducted Sunday through Saturday from sunrise to sunset.
At least 10 minutes before the detonation, company personnel will control access to the area.
Traffic will be stopped at a minimum of 1000 feet
above and below the blasting area along US 119
and permit area roads. This will be accomplished
by properly marked flaggers provided by company personnel. At the time of five (5) minutes
warning signal and until the all clear signal,
motorists will not be allowed to pass through the
blasting area. Five (5) minutes before the blast
signal, the warning signal will be given which will
consist of three (3) long blasts of a siren. One
(1) minute prior to the detonation, the blast signal
will be given which will consist of three short
blasts of a siren. The all clear signal will be given
after the detonation, which will consist of one (1)
prolonged blast of a siren following inspection of
the blast area. Blasting will not be conducted at
times different from those given above except in
emergency situations arise where rain, lightening
or other atmospheric conditions or operator or
public safety requires unscheduled detonation.
Prior to these detonation, the following audible
warning will be given: A one minute series of
long blasts of a siren five (5) minutes prior to
the blast signal. One (1) minute prior to the
detonation, the blast signal will be given which
will consist of three(3) short blasts of a siren.

Renewal

In accordance with KRS 350.055, notice is hereby
given that Sapphire Coal Company, 1073 Riverview Street, Grundy, VA 24614 has applied for a
renewal of an underground coal mining operation
located 0.42 miles west of Polly in Letcher County.
The renewal will disturb 13.74 surface acres and
underlie 559.79 acres making the total area within
the permit boundary 573.53 acres.

The renewal application is approximately 1.50
miles west of State Road 931’s junction with
State Road 1862 and located 0.5 mile south of
Camp Branch.

The renewal application is located on the Mayking U.S.G.S. 7-1/2 minute quadrangle maps. The
surface area to be disturbed is owned by Kentucky
River Coal Corporation and Sapphire Coal Company. The operation will underlie land owned by
Kentucky River Coal Corporation.

The application has been filed for public inspection
at the Department for Surface Mining Reclamation
and Enforcement’s Pikeville Regional Office, 121
Mays Branch Road, Pikeville, Kentucky 41501.
