the extent of the court
appraised value of

the unpaid balance of

whichever is less, as a
minimum, with a loss
payable clause to the
Commissioner of the
Letcher Circuit Court
or the Plaintiff herein.
Failure of the Purchaser to affect such insurance shall not affect
the validity of the sale

PROPOSALS

A. The Letcher County board of Education
will receive proposals from qualied Architect/
Engineer (A/E) rms for design services.
B.The intended project is: Complete a District
Facilities Plan i.e. include eight (8) elementary/
middle schools, one (1) high school and one
(1) Alternative Education School.
C. Interested and qualied rms can receive
a copy of the ofcial Request for Proposals
(RFP) by submitting a one-page letter of
interest to:

D. The Owner will not retain the services of a
Construction Manager (CM) for this project.
E. An authorized representative of the Board
of Education will receive A/E Proposals until
2:00 PM on December 19, 2018.
Proposals received after this date will not be
accepted.
F. Proposals shall be submitted only on the
form as received from the soliciting Board of
Education.
G Proposals shall be enclosed in envelopes
which clearly indicate a Proposal for Architect/
Engineer Services.
H. Responding A/Es will be required to meet
702 KAR 4:160 and certain qualications set
out in the RFP and which include the following:

1. Experience in Designing Educational Buildings; 2. Professional Liability Insurance;
3. Ability to Provide Experienced Staff

NOTICE OF INTENTION
TO MINE

Pursuant to Application Number 867-5316
Renewal

In accordance with KRS 350.055, notice is hereby
given that Sapphire Coal Company, 1073 Riverview Street, Grundy, Virginia 24614, has applied
for renewal of a permit for an underground coal
mining operation located 1.2 miles northeast of
Colson in Letcher County. The renewal operation
will disturb 25.74 permitted surface acres.

The renewal application is approximately 1.2 miles
northeast from State Route 7’s junction with State
Route 1410 and located on Rockhouse Creek of
the North Fork of the Kentucky River.

The renewal application is located on the Kite/
Mayking U.S.G.S. 7-1/2 minute quadrangle maps.
The surface area to be affected by this operation
is owned by German Coal Company, Sandra Cook
and Mountain Mineral Properties.

The application has been filed for public inspection
at the Department for Surface Mining Reclamation

and Enforcement’s Pikeville Regional Office, 121
Mays Branch Road, Pikeville, Kentucky 41501.
Written comments, objections, or requests for a
permit conference must be filed with the Director, Division of Permits, 300 Sower Boulevard,
Frankfort, Kentucky 40601.

NOTICE OF BOND RELEASE

In accordance with KRS 350.093, notice is hereby
given that Sapphire Coal Company, 1073 Riverview Street, Grundy, Virginia 24614 has applied
for Phase II on Increment No. 1 of Permit Number
867-5313, which was last issued on June 18,
2018. Increment No. 1 covers an area of approximately 8.61 acres and located 1.25 miles east of
Premium in Letcher County.

The permit is approximately 1.90 miles east from
KY 588’s junction with KY 160 and located on the
North Fork of the Kentucky River. The latitude is
37o 07’ 37”. The longitude is 82o 53’ 36”.

The bond now in effect for Increment No. 1 of
Permit Number 867-5313 is a Surety Bond in
the amount of twenty-two thousand six hundred

dollars ($22,600.00). Approximately twenty-five
percent (25%) of the bond of twenty-two thousand
six hundred ($22,600.00) is included in the application for release.

Reclamation work performed on Increment No.
1 includes: backfilling, final grading and seeding
completed in January 2017.

Written comments, objections, and requests for
a public hearing or informal conference must be
filed with the Director, Division of Field Services,
300 Sower Blvd., 2nd Floor, Frankfort, Kentucky
40601 by January 4, 2019.

A public hearing on the application has been
scheduled for January 7, 2019 at 10:00 a.m. at
the Department for Natural Resource’s Pikeville
Regional Office located at 121 Mays Branch Road,
Pikeville, Kentucky 41501. The hearing will be
canceled if no request for a hearing or informal
conference is received by January 4, 2019.

This is the final advertisement of the application.
All comments, objections, or requests for a permit
conference must be received within thirty (30)
days of today’s date.
