coal mining and reclamation operation affecting
223.50 acres located 0.38 miles southwest of
Van in Letcher County.

The operation is approximately 0.38 miles
southwest from the junction of KY 15 & 160
and located adjacent to Hollybush Branch of
Smoot Creek.

The operation is located on the Blackey
U.S.G.S. 7 ½ minute quadrangle map. The
operation will use the contour, area and auger
method of surface mining. The surface area is

The operation is located on the Roxana and

The surface area and mineral is owned by

NOTICE OF BOND RELEASE

Pursuant to Permit Number 848-0206

In accordance with KRS 350.093, notice is hereby
given that Nally & Hamilton Enterprises, Inc., P.O.
Box 157, Bardstown, Kentucky 40004 has applied
for a phase II and III bond release on increments
8 and 11 of permit no. 848-0206 and a phase
III bond release on increment 9 which was last
issued January 26, 2015. Increment no. 8 covers
an area of approximately 14.2 acres of surface
area. Increment no. 9 covers an area of approximately 9.19 acres of surface area. Increment no.
11 covers an area of approximately 133.11 acres
of surface area.

The permit area is located approximately 0.88
miles Southwest from Lewis Creek Road’s junction with U.S. 119 and located in Coldiron Branch,
Lewis Creek and Wilson Fork. The permit area
is also located approximately 1.00 mile south of
Partridge in Harlan and Letcher Counties.

The bond now in effect for Increment no. 8 is
a surety bond in the amount of $5,000.00 of
which 100% of the original total bond amount of
$33,700.00 is to be included in this application for
release. The bond now in effect for Increment no.
9 is a surety bond in the amount of $3,900.00 of
which 100% of the original total bond amount of
$24,400.00 is to be included in this application for
release. The bond now in effect for Increment no.
11 is a surety bond in the amount of $97,900.00
of which 100 % of the original total bond amount
of $133,100.00 is to be included in this application for release.

Reclamation work performed included: All mining
area was backfilled and graded with all highwalls
eliminated and the area was seeded, this work
was completed in spring of 2011.

public hearing or informal conference must be
filed with the Director, Division of Field Services,
300 Sower Boulevard Frankfort, Kentucky 40601
by Friday January 17, 2020.

A public hearing on the application has been
scheduled for Tuesday, January 21, 2020 at 9:00
a.m., at the Department for Natural Resources,
Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro Kentucky 40965-1229.
This hearing will be canceled if no request for a
hearing or informal conference is received by
Friday January 17, 2020.

from KY 15’s junction with KY 931 and located on
Thompson’s Branch. The latitude is 37o-08’-04”.
The longitude is 82o-50’-08”.

The operation is located on the Mayking U.S.G.S.
7 ½ minute quadrangle map. The surface area
and mineral is owned by Kingdom Resources,
LLC and WPP, LLC.

The application has been filed for public inspection
at the Department of Surface Mining Reclamation

In accordance with KRS 350.055, notice is hereby
given that Blue Diamond Mining, LLC, 3228 Summit Square Place, Suite 180, Lexington, Kentucky
40509, has applied for a renewal of a permit for
a surface coal mining and reclamation operation
located approximately 0.5 miles north of Carcassonne in Letcher and Knott Counties. The proposed operation will disturb 761.07 surface acres
and 13.90 acres of auger acres, and the total area
within the permit boundary will be 764.87 acres.

The operation is approximately 2.0 miles southeast from KY 15’s junction with KY 160 and located
0.5 miles east of Defeated Creek.

The operation is located on the Blackey and Vicco
USGS 7½ minute quadrangles. The operation will
use the surface area and auger mining methods
of surface mining. The surface area is owned by
Carrs Fork Corporation, Montgomery Coal Corporation, Susan Jent, et.al. (Carolyn Miller, Hubert
and Geraldine Jent, Thomas and Jeanetta Jent,
Elmer and Patricia Jent, John and Glenda Jent,
LeRoy and Ellen Jent, Evalee Rogers, Ellen Asher,
Corina and Bruce A. Bates, Geneva and Gene

BLASTING SCHEDULE

This is notice that Sapphire Coal Company.,
1073 Riverview Street, Grundy, Virginia 24614,
(276)244-1351, Permit #867-9024 will be blasting
approximately 1.0 mile southeast of the junction
of KY 931’s junction with KY 1862 and located
0.05 mile east of Camp Branch 1.0 mile south of
Polly in Letcher County, Kentucky. The Latitude
is 37° 11’ 50”. The Longitude is 82o 49” 36” Blasting will be done daily, between January 2020 and
December 2020. Blasting will be done Monday
through Saturday and sometimes on Sunday. No
blasting will be conducted before sunrise or after
sunset. At least 10 minutes before the detonation,
company personnel will control access to the area.
Five (5) minutes before a blast signal, a signal will
be given which will consist of a one (1) minute
series of long blasts of a siren. One (1) minute
prior to the detonation, the signal will be given
which will consist of a series of short blasts of a
siren. The all clear signal will be given after the
detonation, which will consist of a prolonged blast
of a siren following the inspection of the blasted
area to ensure that all explosives safely detonated.
Blasting will not be conducted at times different
from those given above except in emergency
situations where rain, lightning, other atmospheric
conditions, or operator or public safety requires
unscheduled detonation. Prior to these detonations, the same audible warnings as above will be
given to notify all persons within one-half (1/2) mile
of the blasting site.
