NOTICE OF MASTER COMMISSIONER SALE
By virtue of an In Rem Judgment and Order of Sale and Order Referring Case to Master Commissioner for Judicial Sale entered by the Letcher Circuit Court on the 13th day of January 2020, the undersigned Master Commissioner of the Letcher Circuit Court will offer for sale at the courthouse door of the Letcher County Courthouse in the City of Whitesburg, Kentucky on Tuesday, March 3, 2020, beginning on or about the hour of 11:00 a.m., local time and continuing until the sale is concluded to the highest bidder at public auction, the following described real property which includes a mobile home, situated in Letcher County, Kentucky, and more particularly described as follows: Property Address: 2318 Highway 317 Neon, KY 41840 PIDN: 022- 50- 00- 027.01 Mobile Home: 2011 Clayton Serial No.: CL- H035369TNAB The purchaser or successful bidder can elect to pay cash at the time of said sale or at the option of the bidder on the terms of a deposit of 10% of the purchase price with the balance on credit for 30 days. The proposed operation is approximately 1.0 miles north from KY 343’s junction with She Fork Road and located along She Fork, Bottom Fork, and Grassy Fork. The proposed operation is located on the Jenkins West U.S.G.S. 7 ½ minute quadrangle map.

In accordance with KRS 350.055, notice is hereby given that Revelation Energy, LLC, PO Box 189, Lackey, KY 41643 has applied for renewal of a permit for an underground coal mining operation located 2.1 miles northeast of Partridge in Letcher County. The proposed operation will disturb 40.92 surface acres and will underlie 1492.48 acres and the total area within the permit boundary will be 1511.30 acres.
The proposed operation is approximately 3.0 miles northeast from US 119’s junction with KY 3404 and located approximately 0.10 of a mile south of Roberts Branch.
The proposed operation is located on the Roxana, and Whitesburg U.S.G.S. 7-½ minute quadrangle maps. The surface area to be disturbed is owned by ACIN LLC. The operation will underlie land owned by ACIN LLC.
The application has been filed for public inspection at the Department of Mine Reclamation and Enforcement’s Hazard Regional Office, 556 Village Lane, Hazard, KY 41702. Written comments, objections, or requests for a permit conference must be filed with the Director, Division of Permits, 300 Sower Blvd., Frankfort, KY 40601.
PUBLIC NOTICE OF BLASTING SCHEDULE
Application Number 867-5365, Amendment #7
In accordance with Federal Regulations, 30 CFT 715.19, and State Regulations, 405 KAR 16:120, Section 3, Public Notice of Blasting Schedule, Mark Energy, LLC, P.O. Box 283, Whitesburg, KY 41858, Phone: (606) 536-9929, shall conduct blasting operations on its 165.48 acre permit located in Letcher County approximately 3.03 miles southeast of Oven Fork, KY and 2.79 miles southeast from US 119’s junction with KY 806. The latitude is 37°01’10”. The longitude is 82°47’30”.
These blasting operations will begin within 30 days of issuance of the permit and will be conducted Monday through Saturday from sunrise to sunset. This schedule will be in effect thirty (30) days of issuance of the permit.
Control of blasting area will be maintained by blocking public roads KY 806, Scotia Mine Road, Twin Creek Drive, Trace Fork Road and the Eolia
County Road (as indicated on Google Maps) and access roads to the area 10 minutes prior to the blast. Post detonation access to the blasting area will be allowed only after an inspection determines that no hazards exist. The following is a list of the blasting signals.
WARNING SIGNAL — A one (1) minute series of long blasts from a siren five (5) minutes prior to the blast signal. BLAST SIGNAL — A series of short blasts from a siren one (1) minute prior to the shot. ALL CLEAR SIGNAL — A prolonged blast from a siren following the inspection of the blast area. These blast signals will be audible within ½ mile of the point of blast.
Blasting may be conducted at times different from those announced in the blasting schedule when emergency situations arise where rain, lightning or other atmospheric conditions or the safety of the operation or the public requires unscheduled detonation.
