State lawmakers touting severance tax allocations for Letcher Co. ‘projects’



More than $8 million in coal severance tax funds will be returned to Letcher County under the state budget plan approved recently.

State Senator Johnny Ray Turner and Letcher County’s two state representatives, Leslie Combs of Pike County and John Short of Knott County, have released of list of “projects” that will receive the funds, including maintenance money the cities of Fleming-Neon, Jenkins and Whitesburg, water and parks and recreation projects for the Letcher County Fiscal Court, and an indigent care fund for the Whitesburg Appalachian Regional Hospital. Volunteer fire departments, a domestic violence shelter, county tourism, and community centers will also share in the proceeds.

“These funds target projects that will impact our district by helping as many people as possible,” said Turner, the Senate’s Minority Caucus Chair.

“During these extremely difficult times, I am especially proud of these projects because they will improve the quality of life in Letcher County,” said Rep. Combs, of Pikeville.

“We are fortunate to have the coal severance monies to assist our city and county governments,” said Rep. Short, of Hindman. “These funds are important for improving services to our citizens and I am glad that Sen. Turner, Rep. Combs and I were able to obtain this money for Letcher County.”

Coal that is mined in Kentucky is taxed at a rate of 4.5 percent of gross value. Letcher County will receive $8,249,000 for the following projects:

• $100,000, City of Fleming Neon, operations, improvements, maintenance and equipment;

• $250,000, City of Jenkins, operations, improvements, maintenance and equipment;

• $ 200,000, City of Whitesburg, operations, improvements, maintenance and equipment;

• $ 25,000, Letcher County Board of Education, Letcher Elementary School, supplies;

• $ 100,000, Letcher County Fiscal Court, ARH, indigent care reimbursement;

• $25,000, Letcher County Fiscal Court, Carcassonne Community Center;

• $30,000, Letcher County Fiscal Court, Cumberland Mountain Arts and Crafts Council, Inc., building repairs, maintenance, equipment;

• $ 150,000, Letcher County Fiscal Court, Deane water project, Millcreek section;

• $ 100,000, Letcher County Fiscal Court, Domestic Violence Shelter, supplies, operational, improvements;

• $20,000, Letcher County Fiscal Court, Jenkins Fire and Rescue, equipment, supplies, operational;

• $24,000, Letcher County Fiscal Court, Kingdom Come Community Center;

• $ 140,000, Letcher County Fiscal Court, seven volunteer fire departments, equipment, supplies, operational, improvements;

• $50,000, Letcher County Fiscal Court, Letcher County Airport Board, new airport, engineering, architectural, construction, land acquisition, operations, board member training;

• $50,000, Letcher County Fiscal Court, Letcher County Sheriff ’s Department, supplies, equipment, operational, improvements;

• $ 220,000, Letcher County Fiscal Court, Letcher County Tourism, maintenance, operational, improvements;

• $25,000, Letcher County Fiscal Court, Letcher County Veteran’s Museum at Whitesburg;

• $ 100,000, Letcher County Fiscal Court, Letcher Fire and Rescue, first responder truck;
