STILL WITHOUT WATER AFTER FIVE YEARS







— Sandra Napier was photographed Monday standing near a portable water tank that now supplies water to her home at Premium. Napier said she and her father, 96-yearold Luther Joseph, lost the water wells supplying their homes five years ago because of mining by Sapphire Coal Company, a division of Metinvest-owned United Coal Company. She said that when she called the state Energy and Environment Cabinet to ask about Sapphire’s missed deadlines for providing a permanent water supply within the required two years, she was told the company had been given another extension.
