A Tennessee man accused of scamming a Thornton man last summer was extradited to Letcher County Monday to face a theft by deception charge.
Johnny Wayne Cooper, 50, of 4830 St. Paul Road, Morristown, Tenn., was arrested April 24 in Tennessee and transferred to Letcher County Jail on April 27. Cooper posted a $2,000 cash bond Tuesday.
Cooper, who was indicted in November 2014, is accused of obtaining $2,000 as partial payment from Eddie Taylor, of 1556 Thornton Road, on June 27, 2014 by falsely agreeing to place blacktop on Taylor’s driveway and later refusing to complete the job or to refund the $2,000 paid by Taylor.
“After agreeing on a price, Johnny goes ahead and dumps out the asphalt he has in his truck,” said Letcher County Sheriff ’s Deputy Eugene Slone. “Eddie said he would go get more asphalt, get his equipment and would be back in a day or two.”
Slone said Taylor thought he was paying for hot mix asphalt and Cooper cold patched a portion of the driveway.
“It’s a definite no-no when someone shows up at your house with asphalt on their truck,” said Slone. “It has never turned out well.”
Slone advises that people purchase asphalt locally from a respected business.
Arraignment for Cooper is set for June 24 in Letcher Circuit Court.
